Horses learn too less Skills​

Bug Description:

Hey, I play now since 3 days and I do ride Horses the most time, and what I saw so far is that a lot Horses does stuck in the first 1-2 Skills sand dont learn ANY new skills.
This IS a bug, I did level tons of horses on Retail and, they are sometimes stupid horses, but they don't stuck at 1-2 Skills, the "kick" skills get learned pretty much times and if the horse even miss that after 30 levels, then it is not normal.

How to reproduce/proof:

Get a Wagon, put 4 horses on it, level it, watch, repeat that for a lot horses.

I agree with this issue. I suppose it's some kind of balance-implementation, but it's too much.
In my opinion a T6 should have a minimum of 6 skills, T7 a minimum of 8 skills and T8 minimum of 10 skills.

 

Level 6, I did brand it, and... not learned any skill since it was born. branding increase it, also 4Horse egar parts increase it but... 5 Levelups and nothing...
My last 2 T8 learned 6-7skills on 30, normal is 12-17
