If you could provide more information, we can help you.

If your talking about stigma skills and are on Lumiel then you have to do the quests which open at level 20.

If your talking about skill bars in general, options, first tab there, show extra quick bar, floating quick bar 1 / 2. Then apply.

Really though more info would be helpful =X

no stigma. I'm talking about the skill slot where you can have more than 3 windows. How to get additional skill window? capable of holding more skill

The skill/quick bar thingy? just go into game options.

 

Under game options, if you press O on your keyboard and go to options, on the right side you will see where it says enable Quickbars, check all of them, or however many you want.
