A dam city? I didn't know cities could fit on dams, that's really cool though and a very unique idea. Come to think of it that would be very good for electricity too I think, the only problem is what if the dam collapses and then you have a city floating down a river? Or worse, ents get upset and pull apart the dam causing it to crash into Isengard.
