    Just try to finish all the campaign quests from the highest level requirement going down.

    You could do some campaigns along with blue quests in Cygnea, add one or two runs of Sauro Supply Base Solo/Duo then a run of Drakenspire Depths with 2 -3 other players and you should get level 69. Takes a bit of time, but it's the fastest way I know, since I've done it in that order three times now, seems to be efficient.
