Huge FPS Drops, Grinding unbearable

https://streamable.com/xjof49 I've tried everything to fix this including Re-installing windows multiple times, Upgrading SSD, HDD, M.2 SSD, GPU, RAM. Redownloading the game entirely from the Forums source & the launcher itself aswell as installing over Retail BDO files, Happed as you see on Low/Lowest optimal & also on High/Remastered. All drivers are up to date all hardware is passing all stress tests i have thought to run. Any ideas?

 

Thing is, that the game draws a lot on the CPU for "RNG rolls", so there is a certain drop in FPS during looting, and then when the game starts drawing all the characters in towns and cities of course.
