I am having problems with side quest for stigma slot expansion.

    I am having problems with trying to access a quest that allows me to expand my stigma slots and it is very frustrating. The npc in particaluar is named Garath and supposedly he's the guy to go to for that kind of quest. I am level 55 and have not completed all of my campaign quests or side quests yet. I am wondering if that has anything to do with it. If anyone can enlighten me on this please do I will be very greatful. :joyful:
