I can't get an specific quest

I'm trying to get the Mythical Arduanatt and 1 of the ingredients (Royal Fern Root) is only obtainable throw daily/weekly quests from Wrapa, I'm already Artisan but everytime I go to get the quest, it doesn't appear, I've tried with different characters but still I can't get any quests from him
Is there are some requirements to unlock his quests?

 

Sometimes the Quest window disables the "quest display" options. Unsure of how to reproduce this, but Forced-File-check seems to be one of the ways that you have to redo some things.

So you need to open the Quest settings, which are at the bottom of the window, when you press "O".
There are some, greyed out or highlighted in yellow, options for which quests are displayed.
They should be yellow to show all quest types.

Other than this, there very well might be some requirements, in order to start that quest, which you will have to check on BDOcodex.
