    So far, until the 2.0 pathch....
    U are allowed to fly free in all maps except Heiron/Beluslan...

    In heiron/beluslan you can only fly in storm circle/alukina's palace and the fortresses. Other then that you can fly anywhere in eltnen/morheim and the abyss
