Is Steel Rake working? No NPC found in the prison cell

    After talking with Roikinerk in Price of Goodwill, I got teleported to the prison cell but no NPC was there to teleport me as stated in this quest guide http://moneyne.ws/2009/10/18/aion-online-steel-rake-attunement/

    Is Steel Rake working here in Crystal?

    Any other instance dungeons that are not working in Crystal? (so we don;t waste our time trying to figure out if it is just a bug or something?.
