Is the SMACK the SHULACK quest available?

    I am trying to get the quest called "the hat of the steel beard pirate" but there is a pre-req quest called smack the shulack quest and the npc doesn't give it. I did the suspicious call which is chain quest supposed to be for steel rakes quests. Any body knows how to get the smack the shulack quest will be much appreciated.

    Ive seen some people selling the item which u can only get from doing the quest which is the hat.
