    item rate for enchantment is extremely low

    its "classic retail" like,not a pvp server. They wont change anything. Go buy socketing boxes

    Yes, that's because the enchantment formula is directly borrowed from retail.

    Here are the enchantment rates. (Level difference means difference of Gear vs Stones)

    Using the above chart, we can deduce that you need at least Lv 105 Enchantment Stones to get max rates for e.g. Discordant (Eternal) gear.
    After Lv 10, the chance caps at 50% max anyways. (60% with supplements)

    Ss long as @Carl doesn't update the enchantment formula (which I think is highly unlikely), you're stuck with the above.

    when the server just opened the item rate was not so low, then with the updates it got much worse, I'm trying to enchant a part of blood mark and from +2 to +3 I can't do it, and I tried with L90-L110 and the failure is very high

    Lvl BM set is 65 eternal whit L95 i have 60% chance to up but i failed a lot of enchant L99 L100 L110 and my shoulders fail in +2 +3 all time
