[Item] Starlight Powder Ressource missing?

Some node Ressources seem to be missing, namely the ones that give the players the ability to craft the upgraded ship gear: https://bdocodex.com/us/item/8022/

There are a few islands, where you can get these resources (https://bdocodex.com/us/node/1734/), but they do not display their resource when you connect the islands to your empire.

Is it one of those things, where you have to send someone out there in person, to talk to a NPC and pay some energy, before the ressource is revealed?
