Labreska how to?

So I'm struggling a bit to get the quest to upgrade my C10 Griffon to an Labreska Helmet.
I did so far, the Main Story for eternal Winter, collected the Flame of Frost and checked in to Floki but her just dosen't give me the quest.
I know that on retail I would have to do Atorraxian quest line complete, but chat in game was like "nah" you don't need that. Patch Notes from back in May here mention something about Premium User and another note stated something about a daily or so.
So I'm legit confused how to get it done here.

Some help and direction would be much appreciated.
