Lancher doesn't Work

    I'm getting a error message from the Bin32 folder XrenderD3D9 which never happen to me before I was online eariler this night SO I don't know whats wrong and could someone point to me to the right direction how to fix it. here is the message it gave me.

    I did the installation of the latest Directx but its still giving me the error message or should I restart my pc first?
