    Attack does not have any cap, neither does Magical Accuracy.

    Magic Boost has a soft cap at 2900 AFTER enemy's magic suppression is considered. There is a hard cap at 3600 (very little damage gained if any).
    1 Magic Suppression = -1 Magic Boost from you.

    In other words, it is quite hard to hit to reach the cap in PvP.
    Your actual magic boost =[Your Character's Magic Boost in profile window] - [Enemy's Magic Suppression].

    With PvP sets nowadays, a player's Magic Suppression is between 1k-2k depending on the enemy's class, which means you'd need at least 3.9k MB to reach that.

    Even with the best set, it is impossible to reach that cap unless you are fighting an ungeared player:
    Aion character calculator

    However, you can reach the magic boost cap in PvE, since every monster has a different magic suppression.

    Crit Strike also has a cap.
    From 1 crit strike to 440, it is 1% crit chance every 10 crit strike points. After 440, every 20 crit strike points are considered as 1%.
    Note: this is after considering the enemy's strike resist.

    Here's a pretty good example:
    A full arbiter player has around 453 strike resist. You want at least 440 crit after enemy's strike resist considered, so that's:
    440 crit + 453 Strike Resist = 893 AFTER crit scroll/food (assuming you use them).

    Another example:
    If you have around 1100 crit after buffs/food, then your crit chance % is:
    1100 - 453 = Your real crit is 647.
    440 = 44%
    (647 - 440) / 20 = 10.35% -> 10%
    Total crit chance % = 54%.
