Luck and Persistence

i already have this, Relir's Extraction Tool, but i dont know how to use this, any suggestion?? i already double click it, but i think its not working like the shabby ring....please help me

that QUEST sooo... Its a lil guide, im not 100% sure if that quest works.

After purchasing Relir's Extraction Tool from Relir, your character will be able to harvest the Light of Luck. Lights of Luck spawn points have a chance to appear in Morheim and Brusthonin every two hours at 11:00 pm game time. They disappear after 10 minutes or when they've been looted once.

Alternatively, you can now harvest Lights of Luck from Cippo, Grobule and Leopis plants. However, the yield rate is extremely low.

<Greater Running Scrolls> and Speed Titles are highly recommended for maximizing your chance to find as many Lights of Luck during a window. Lights of Luck will drop 1 for each person in your group, so grouping is usually better than fighting for the spawns. Spamming for a group 10-15 minutes before spawn timers is also a good idea so that your group starts off in the same spot and runs the same route instead of others running spawn locations on your route and getting them before you.

*Note: With the release of 3.0, killing Lannok once to complete the Immortal Lord Lannok quest through the Atreian Atlas will reward the player with the 10 Lights of Luck needed.
After collecting the 10 Lights of Luck, return to Latatusk. He gives the player a Shining Glass Lamp and asks the player to purify themselves with a Pure Holy Water via Balder. Return to Kvasir to complete.
