Make reports section visible.

This section of the forum is, in it's current state, worthless. Posters can't see the status of reports because threads are forever lost in the limbo of moderator approval. I've attempted to use it, and days after my report was submitted, I was never PMed, or otherwise notified of any sort of progress. Mainly because there was no progress. You can see that issue in my publically visible version in the problems section though.

We can't tell if reports are getting looked at at all, and my experience is that reports are just ignored. But if you report publically, Albull just closes the thread, doesn't solve the issue, and directs to that forum.
