    Sure you can, but getting yourself thrown in the deep water against lvl 30s would be nonsense.
    I suggest grinding yourself to at least lvl 25 where you can get the first image of a somewhat real gameplay from "experienced" players and then you can decide whether you wanna play with us or not.

    Side-Note: Not to mention that your rune page is not complete, also you're lacking mastery points at lower levels, which makes your champs extremely weak against high levels.
