Making Vell's Heart Accessible

You guys can give us an npc that sell's Vell's Heart for 10-20b so atleast most of the players can actually get it...if you're gonna do an auction system veteran players will put anywhere between 30 to 100b to it and most of the player base wont ever get a chance to buy...it would be especially nice for ppl around that havent got around enhancing their yellow accesories.

Auction idea is terrible for most players. I bet we will see 60b+ for it.
