    Limit number of players on the map

    Example:
    50 percent Elyos and 50 percent asmodians.

    If have 299 players on the map, then 150 Asmodians and 149 Elyos
    Can get one more Elyos not asmodians.

    If have 299 players on the map, then 149 Asmodians and 150 Elyos
    Can get one more Asmodian not elyos.

    Obs.: Only for Reshanta
