Nah....its not..hiding in 1v1 is okay provided it wont take too long like mostly 3minutes because at what @Dimitra, @Kessie, @Devours and @Muamon said it takes away your opponents chance to kill you and have a fair pvp in 1v1 events..

There is no time, each report will be handled accordingly, if you hide so much that your opponent cannot strike back with a kill or if you are hiding as much as to not change the score or force them to leave you will be banned. If we wanted to "ban hide" or not allow you to hide and buff we would have banned the use of hide and that is certainly not the case, the skill specifically mentions excessive use of hide like I already mentioned. You can understand what "excessive" means.

If your opponents "warn you" or "threaten you" then let them threaten you, AMs know well enough to not ban someone unless the abuse is excessive and the proof is immaculate, and I will personally be overseeing these new types of bans to make sure everything is dealt with fairly.
