Are these part of our server loot tables nowadays?

I have never got one (except for the Blue Conch which I have had drop but a long time ago on NA)...but I have gotten pretty much all other gathering Rare-drops.

 

sorry but i have a question you might be able to answer. I have been looking for a while now and cant seem to find where can i train my courser...i know it should be at the stable but i cant find any option to enter the menu where you can feed those stuff and level up skills...i need to be lvl 30? my t8 is courser (golden thing) and lvl 29...
