Missing item for expert armorsmithing,NPC doesn`t sell the item

Hi all,i have encountered an issue by armorsmithing:
i am journeyman with 399 points and i need to craft a vulcanus noble breastplate(it is part of the quest wich you NEED to do to become expert armorsmithing,the quest is called:[expert]Passion for armorsmithing),i have 4 of 5 item needed for the vulcanus noble breastplate,because 1 of this items seem to be BUGGY...
the item i`m speaking from is worthy fine armor processing material,on aionarmory they tell menomes should sell it...but he don`t!
And i don`t see too on the armor forge the noble vulcanus breastplate,that means:how can i craft it if i`d had all items?...
What can i do?Because of this i can`t pass to expert crafting and i wish to max my crafting abilities=(...
