    Missing quest Black Cloud Fakery [quest: 1938]. This quest is 2nd in chain and NPC not give it when you have done 1st quest Fake Stigma [quest: 1471]. Because of that we are not able to make a quest [Spy] Going out of Business [quest: 1939] which is 3rd in quest chain.
