mouse pointer moves slow and late in game

    im playing with 3.0.0.2 client, using win 7 32bit,
    when in game, the mouse pointer moves late and slow, my ping is 203 ms, i dont have this problem in 2.7 with the same graphic setting i use in this 3.0?
    anyone having the same problem? or please help if u know how to fix this , tyvm
