Well, deleting all your characters and then changing races is a sure fire way to lose your stuff though the account warehouse.

It is NOT a safe option unless you transfer a character from Siel to Lumiel or visa versa of the other faction.

No refund will be issued due to your attempt to circumvent something which we cannot change due to NCSoft changing how the factions are locked per account, which in turn locks the account warehouse.

Unfortunately in this case you decided to pretty much self reset your account, and in doing so told the client that you didn't want anything in the warehouses.
