Need Help On this Quest

I did the 1st 2 quest for this but after I cant seem pass Barattan Lancer. Tried talking to him and nothing.

 

That is indeed strange, since I have done these Main-Quest-lines on several characters, both on EU and NA servers. Never had any problems completing the quest lines. But let us see what we might find; https://bdocodex.com/seaen/quest/4515/3/

On the quest page is says you need some requirements, but I think you weren't able to get to that point without having already completed them...sooo, have you ever done this quest before with that account, any other character has completed the Main-quest-line yet?
