They are not given as starter gear, indeed. As Daeva, you can also fly 'without' wings.
Some quests reward you with some nice looking ones tho, who give extra flight time etc. If you're lucky you can even get Hyperion wings from boxes in IS.
The others such as woc which gives you more atk speed & the special remo wings, you can only get in credit shop or by trades.
