The Elite Arbiter set is a little better, that much is true. But it hasn't been implemented and it's unlikely to be implemented for a good long while if things go according to the current trends. But the regular Arbiter gear is plenty strong and plenty worth it, on top of that the donations go to help out the servers. Go for it. Chances are, you could save a little money on the side until the armor gets added. For as long as it's sure to be, not only because of the complications of adding the armor set but of taking PvP Balance into account. You'll likely be able to afford one soon as they launch xp
