Not enough quota is available to process this command. the application is terminating​

Bug Description:

it seems like there is a chance for this to happen when I minimize the game and hover my cursor on top of the game icon on the taskbar on the bottom right. the black desert game icon wil disappear then this message will show up."Not enough quota is available to process this command. the application is terminating" but the game will still run. but if I click ok or close it the game will shut down. some say I don't have enough memory. that's not the case because I have 16 GB and only using 7 GB while in game.
(i had no problem playing retail before)​
