    As he mentioned, you can buy it from Reshanta from the special design vendors.
    Go to the Alchemy vendor in your race's landing in Reshanta, and look at the second "Design" tab. You'll find it there, if you can't find it, sort the designs by name and you'll find it easier.

    If you click on the first design tab, you will only find the Bundle design. The normal design is on the second Design tab.
