Notification of Pande events (1v1, race event, group etc...)

Hi everyone,
I'd like to ask you guys how I can enable this feature. I used to have this on my old toon but now it seems to be not working or I'm just missing something. Do you guys know that thing that pops up everytime the Pande event resets? The notification on your skill bar? I'm not getting that anymore so I'm wondering if you can help me with it and have it enabled. It's a big convenience having that so that you can join a TvT event right away where you are in the map. I have a screenshot here so it will be easier to understand what I am talking about.
