NPCs not appearing

First of all hello everyone, this is my first day and first time playing Aion and it seems pretty cool. I was surprised my system was able to run it maxed out with no problems, guess my PC is more powerful then I thought.

In anycase I see others are having problems along this line but I don't know if they have the exact symptoms I do. My problem is that after I started coming to Sanctum NPCs don't show up no matter how long I wait. This problem will manifest itself after about a minute of game time and last tille I logoff and back on. I noticed this didn't happen in Poeta. I checked my FPS and it was hovering between 95-100. I checked my modem to see if it was malfunctioning it's all green and ready to go. I checked my ping it bounches between 62-163 but very rapidly so to test to see if it was my connection I immediately logged off and started playing Combat Arms, Atlantica Online, Drift City, etc. And I went to check my ping in each game (I have software for that) all were around 40 ms. I used command prompt and pinged the Aion server. All packets came back with good response time. I had all all options maxed so I turned them all to their lowest values this did not help. I don't know what the problem could be. My system specs are:

Intel Core 2 Quad Q6600 @ 2.4 GHz
2 GB of DDR2 RAM
Nvidia GeForce 9600 GT with 1 GB VRAM
Verizon FiOS modem with a active and health 35 GbPS dedicated connection
X-BOX 360 controller with XBCD drivers (Can I use this to play Aion? :XD)
Sound Blaster X-Fi FaTality sound card

Other then the NPCs not showing up my game runs fine. Chat both mine and others is displayed in real time, my character moves without problems, I get no disconnects, my attacks and skills work in real time, and areas/maps load very quickly, combat and normal animations execute fluidly. This whole part is what made me look at other things.
