    Bug Name:
    Offin Tett fragment turn-in​
    Bug Description:
    Can not receive the quest from Grana blacksmith to turn in Offin Tett fragments for a box/memory frags.​
    How to reproduce/proof:
    No quest is shown for a lvl 65 toon which completed all the main Black Spirit quests.​
