Solved One wing

So i have this curiosity long time ago.
I'm playing gamez for a long time and then came this guy who have ONE WING on his back, (i know it's not a real wing coz he is running and the wing is attached in his back).
I dont remember his name.

I searched on the internet what is that remodel or something, i cant find one.
So if anyone can tell me what it is , is it craftable or it can be dropable?

I am asking what it is because i want to suggest it to weekly special shop.

Nope.. Its actually one big wing..
If you know the NPc's in the late Sarpan. Those who have a indian costume and have one wing. I guess their name is Reaian.

No, he is talking about a piece of NPC shoulder guards.
It's actually a Reian part =p I do forget which one it was though, that was a while back.
