Party XP

Since the patch yesterday March 05 2018 even partying with someone 1 level above me they xp gain gets cut by what feels like 70-90% of what i would get normally (this effects both of us) also trying to level a friend (any level) the gain is moot as well. intend or did something break with the patch?

 

Apparently i didn't explain this correctly, what i was trying to get at. at Pirates in a party (in range) we got 1% in 30min dropped party and i was able to get 10% in 30min on the same rotation. as well as trying to power level a friends new alt in range they didn't get any xp while mobs were killed in range (full bars) when i was able to the day before the patch level 2 people in 30min (2500 mobs) from level 52 to 57/58 and i was able to net about 30/40% of a level

 

Someone one level above you should not affect the xp at all. Larger ranges, say a high elvel character leveling a new character, and mobs that are purple for the lower leveled character shoudl not be killed, because it will affect the xp of the entire party.
