    You do not pay any monthly recurring amount. Pay pal is used across many platforms on the internet for purchase and transfer of money. So don't worry about it.

    yes its safe and as hisabel said you dont need to pay any monthly fees, but as far as i know they charge you with 2.5 $ when you close account
