Permanent loss of fps

My game after the 8/18 maintenance had a great permanent loss of fps to the point that I could not play. I've tried all the possible ways to pack for 2 days and I could not.

 

My fps is varying sharply between 100 ~ 0, formerly it ranged from 100 to 30.
He drops to 0 even though the character is stopped and in place with no players.
I've died several times.
I'm running out of patience and annoyed by these sudden drops of fps

I've tried practically everything, reinstalled the game, updated the video driver, changed hd.
I changed the graph settings of the game to low, medium, high and even then the FPS continues to drop abruptly.

VGA / Driver: Gigabyte GeForce GTX 970 / Driver : 385.28
OS : Win10 Pro - 64-Bit
SSD 250GB x2 - Raid 0

I'm having the same issues as well. ive tried everything i can think of which is pretty much what midjet listed above. i ran the game perfectly fine at 30 fps or higher before the update and now i cant event log into a character its so bad.

has any1 found a fix for this yet? i cant seem to figure it out.
