Problem with transfer Brigade General for legion

can anyone can help me? , last week my friend asking me if he want trans Brigade General in his legion to me just for making other his char to deputy. when all is done i want to give Brigade General back to him it seems not working. in my screen only show " has decline to become Brigade General" its happening many times. i have no idea what wrong...then i decide to try again another day. and still same nothing happen he say. he only can heard a sound but dont recieve any invitation from me. i have tried with command or right click on his name from legion option but and nothing happen.i tried to reinstall my client maybe the problem from my client. but not giving any good resultServer : SielRace : ElyosGM/ADMIN or anyone else could help me please.
