Problems here please help

Hi I really need help, I am traying to connect and and every single time that I try the same message comes, this game is not This program is unavailable in your country.
I already did eveything I had to , I changed the country, I reapered, I downgraded, everything, and nothing, I installed the game again, and the same thing happened, I really don't know what to do now.... please anyone could anybody help me??? I am completely lost.

When you say you changed the country, you went into the NCsoft's File>>settings>>advanced>>Region>> and switched to North America?
