    before the group enter loot settings is ROLL so that everyone has a chance to have the extra TS and PLUME.

    but one person loot first then left the ally, and took TS and PLUME.

    punishable or not?

    No rule has been broken "if" the party is still on roll and the person got the plumes and Ts. If the party leader changed the roll, and loot the Ts and plume and leave, that's considered ninja looting.
