quest a dangerous artifact problem !

    i`m stuck on this quest: a dangerous artifact ! is in eltnen.and i cant complete this zone because of this quest.
    All i have to do is to Rescue the Civil Engineer who is locked up in the Citadel.

    but when I get there he will not follow me.please anyone help me because i cant move on with the other quests.
