    when you try to stumble a player and the guy manages to block the skill, will the stumble still take effect?

    From what I've seen on Retail, sometimes you resist the effect during a block, and sometimes you don't. That may just be due to the fact that stumbles/stuns don't always have an 100% chance of working though. So it could just be a coincidence that the stun/stumble didn't go off when you blocked/parried it.
