Question about Gear Tuning

I've noticed on the gear I get in SSB has this written on it " Can be retuned 3 times?" And I've googled this up. I've found you can retune stats on these gear, but how? where do I get these items to retune the gear???

To retune gears, you'll need something called 'Tune Up Order'. From my research, this item isn't available ingame yet. Therefore as of current, you cannot retune gears.

 

Have been searching for it for awhile now, it's not available at the moment. In fact i do believe it might be available in retail also only in the future, because in several NA threads people have been asking about the same thing.
