Ranger MA Problem

Ok so I try using MA build for my ranger, I use dual stats ms it has 1705 MA BUT when I try it on dummy it seems like the godstone proc is decreased even if it is a 10% one inched: ( better proc when it was around 1100 ) arent it supposed to be better proc ?
And when I duel with other players, the godstone proc is also like this.
So is it my MA not enough,or too high,or bugged,or something ?

Even the 10% one is like this,what happen if we use the 5% or 2% ?!
