    - new RelicRewards xml quest handler implemented

    this was in carls list of updates so am i to understand that the relic NPC's are not spawned on accident now? As Many people Would love to accuse me of AP abuse If i use them I would like to just make sure before I use them.

    ***update well If this is not implemented let me know and ill spend my points back to original points hard to get an answer now a days***
