Replace relic scroll pieces from fishing with mem frags

    In my opinion that's one way to make fishing more worthwhile without having functioning trade. Small stacks occasionally, maybe like 1-3, and possibly a higher chance of getting them from active fishing as opposed to afk fishing. A higher chance in general in magoria/the ocean would be a nice addition as well.
