Rowboat Stuck at Wharf Manager's Spot

Hi. Just new to game and loving it. Made a raft as part of a quest. It worked fine. Decided to upgrade and created a rowboat. However, rowboat seems to get stuck at the wharf manager's spot. I can mount it and use it but it doesnt move anywhere. I can redeem it from other wharf(Heidel, Calpheon, Epheria, Velia) but it's still having the same issue. Havent explored much of the regions to try it on other cities. Im currently building a fishing boat at port epheria. I just hope it will not have the same issue. Any help appreciated.
