[Scroll] Gorgo's Nightmare Scroll

So, I was wandering around, as I often do, and I came upon this NPC who has an exchange, a goldbar for a summoning scroll; https://bdocodex.com/us/item/41723/

Then I started looking around to find the rewards, and perhaps even the drop of this monster, but all I could find was this, which is an event: https://www.sea.playblackdesert.com/News/Notice/Detail?boardNo=4691&countryType=en-us

So? My question is;
Does GamezBD have this as a non-event item for exchange all the time?
If so, are the rewards the same as the event?
