Seasonal Sever Cannot Join a Party or Summon Echo Rifts

I have a problem with my character in the Seasonal Server i am not able to join a party or send to someone a party because it says cannot join party because boss is summon from the rift and i cannot open any rift nor echo or sun because when i do it says boss already summon when i change the seasonal Server i can summon the sun rift and join a party but my issue is only in the seasonal Server

Some of instance bosses stuck for you in world. Its will be solved only on next server maintances. We do it now once per 2 days.
